What are the Types of e-Invoices in Taiwan?

In Taiwan, paperless e-invoices are stored electronically using devices called "Carriers" (載具). If your business plans to accept cloud invoices, it is essential to understand the two main types of carriers approved by the Ministry of Finance (MOF):

#Common Carriers

These are government-approved, universally accepted carriers that customers can use across all merchants that support cloud invoice in Taiwan.

Most Common Examples

  • Mobile Barcode (手機條碼)

A unique, personal barcode issued by the MOF (formatted as a slash followed by 7 alphanumeric characters, e.g., /AB12345).
  • Citizen Digital Certificate Barcode (自然人憑證條碼)

A barcode linked to Taiwan's national digital identity card.

#Member Carriers

These are MOF-certified loyalty cards, credit cards, or smart cards issued by specific merchants or financial institutions. When customers pay with these cards, the cloud invoice is automatically stored in their account if the service is enabled.

Most Common Examples

  • Smart Cards (電子票證)

    EasyCard (悠遊卡), iPASS (一卡通).
  • Financial Cards

    Credit cards and debit cards.
  • Retail Loyalty Programs

Brand membership accounts (such as 7-Eleven's OPENPOINT or FamilyMart's member system).

A "Certificated Copy of e-Invoice" is the physical paper receipt printed from an e-invoice system using thermal paper. Depending on the transaction type and accounting requirements, there are three primary forms:

B2C Transactions

  • Target Buyer

    Individual consumers (non-business entities).
  • Purpose

Issued for standard retail purchases and personal transactions. These invoices do not contain a Unified Business Number (UBN/統一編號) and are eligible for Taiwan's bi-monthly Uniform Invoice Lottery.

B2B Transactions

  • Target Buyer

    Registered businesses or corporate entities.
  • Purpose

Issued for commercial transactions. These paper copies must include the buyer’s 8-digit UBN. They serve as official accounting vouchers for company expense claims and VAT (Value-Added Tax) deduction purposes.

Re-printed e-Invoices / Duplicate Copies

  • Definition

A special copy printed when a buyer requests a replacement for a lost or damaged physical B2B invoice, or when system corrections are required.
  • Key Compliance Rule

By law, these receipts must be clearly marked as "Re-print" (補印) or "Duplicate" (副本). Under Taiwan’s regulations, re-printed B2C invoices cannot be used to claim lottery prizes to prevent double-claiming, but re-printed B2B invoices remain valid for corporate tax deduction when verified against the system database.

Frequently Asked Questions About Issuing E-Invoices

What should I do with unused invoice number ranges?
Upload your unused invoice number ranges to the MOF E-Invoice Platform before the 10th day of the following period. Once the unused invoice numbers have been uploaded, they can no longer be used to issue invoices for the previous period.
What should I do if a buyer requests a Unified Business Number (UBN) after an invoice has been issued but before tax filing?
You may either:
  • Void the original invoice and issue a new invoice with the correct Unified Business Number (UBN); or
  • Cancel the issued invoice (where applicable) and reissue it with the correct UBN in accordance with MOF regulations.
Can I still void an invoice during the VAT filing period (1st–15th of every odd-numbered month)?
Yes. Invoices may be voided at any time before they have been reported for tax filing. Once an invoice has been reported, you must first obtain approval from your local tax authority before the invoice can be voided.
How should I process an invoice when a customer requests a return or exchange?
Depending on the circumstances, you may either:
  • Void the original invoice; or
  • Issue a Credit Note to adjust the original transaction.
Do I need to wait for the customer to sign the Credit Note before transmitting it to the MOF?
No.
For electronic Credit Note, you do not need to wait for the customer's signature. Once both parties have agreed to the adjustment, simply ensure that the Credit Note has been successfully transmitted to the MOF E-Invoice Platform.
Transmission deadlines are:
  • B2B : Within 7 days
  • B2C : Within 48 hours
Related records should be retained for at least 5 years.
What should I do if my invoice number ranges are running out?
You may apply for additional invoice number ranges by:
  • Submitting an application to your local tax authority; or
  • Applying directly through the MOF E-Invoice Platform.
Can I reprint an invoice if the customer loses it?
If the original Electronic Uniform Invoice Certificate is damaged or partially illegible but still identifiable, you may issue a reprinted copy.
However, if the invoice has been completely lost or cannot be identified, the seller may not provide another invoice copy.
Note: Reprinted invoice certificates are automatically marked "Reprint.(補印)"
Why can't I print my invoice?
Most web browsers block pop-up windows by default.
Please allow pop-ups for the system before printing. Otherwise, each unsuccessful print attempt may still be recorded as a print action, causing the next printed copy to be marked as a Reprint instead of the original invoice certificate.
Can a reprinted Invoice Certificate be used to claim lottery prizes?
Yes, but the consumer must possess both the original Invoice Certificate and the reprinted copy when claiming the prize.
Do voided invoices need to be collected?
Yes.
The original invoice certificate should be collected after an invoice is voided. If it is not recovered and the voided invoice later wins an invoice prize, the seller may be liable for the prize amount paid in error.
